Relocate 'Alumnos sin Practicas' from /practicas to /admin/a-solucionar

Elazar 2026-07-04 (d+e): remove the 'Alumnos sin Practicas' block from /practicas (those users are not studying, not a practica stat) and instead surface 'Alumnos sin practicas' as an irregularity on /admin/a-solucionar. One move: relocate the concept from a practicas stat to an a-solucionar irregularity row.
