Comisión detail page + link comisión names to it

Elazar 2026-07-03 (PLUTO-493 C, approved Y): there is NO per-comisión detail route today (/administrar/comisiones is a list only). Build a comisión detail page and link every comisión name to it (op-asist, student-ranking, teacher-report ComisionBreakdown + CrossComision, and anywhere else a comisión is named). NET-NEW ROUTE + NEW AUTHZ GATE — solo MUST send PM a short design note FIRST (route path, which capability gates view, what the page shows, teacher-vs-admin scope) before implementing; this is Class-A → one-shot Sonnet auditsolo required pre-push. No raw IDs in link text (show comisión name/label).
