Measured by db-pluto-cc against prod appEvents 2026-08-22: action='callbackMissingCode' (exact string, auth/callback route.ts:32) has an ALL-TIME count of 1, a single row at 2026-07-02T07:19:00Z, and 0 in the last 90 days - i.e. the same single hit the WI was filed on, 51 days later. A one-hit-all-time action is not error-tier noise and down-tiering it now would spend a code change on a signal that has never repeated; if it ever does recur at volume the down-tier is a two-line edit. Re-open on recurrence rather than pre-emptively. NOT exercised: no bare-callback request was issued to reproduce the condition.
