Server-action layer DONE + audit design-OK (mqv8x5ghgpmy). Scope decision A: bundle P3 UI (PLUTO-219) into the same push — server actions with no caller aren't live per DoD. Ships as one SHA (218+219). P4 reporter view stays separate.
