  Scope (Elazar greenlit 2026-06-21 via pm-venus, per-app COPY not shared module): copy mars /administrar/soporte (~2065 LOC/15 files; tables supportTickets+supportTicketMessages; FK users+lookupOptions). Subs: 173 DB migrations (archive-triggered + lookupOptions vocab grupos), 174 server actions/data layer, 175 UI /admin/soporte, 176 permission-gate+pre-impl audit design-ping. PLUTO DELTAS: route /admin/soporte (not /administrar); appVersion /api/app-version (same as mars); shadcn New York + reuse user-avatar/user-hover-card/section-title; brand string. TWO mars debts ALREADY pre-solved in Pluto = copy starts clean: (i) dual email transport -> Pluto has the single sendAdminEmail() chokepoint (email-admin.ts); (ii) operator recipient hardcode -> Pluto has the OPERATOR_EMAIL config knob (hardened this session, PLUTO-168). OPEN decision (176): requireCap = manageUsers vs a new supportTickets cap. Impl timing = Elazar; QUEUED behind the in-flight 404/skew (171) push. Supersedes PLUTO-132.
