Migrate all whey-hosted maintenance/monitoring to venus: systemd timers, cron jobs, push/pull scripts, and any monitoring that currently runs on whey (bin-whey-cc / nw-whey-cc lanes) must move to venus equivalents. Whey is not 24/7 and must not be depended on for scheduled or continuous ops. Audit all whey services, identify venus gaps, migrate lane by lane. bin-whey-cc becomes contributor/reviewer only; venus agents own runtime.
