Flip check_peer() row-is-None branch from skip->alert: a monitor that is pinned-but-absent OR has no roster row should alert, not skip. The pre-rollout grace is obsolete (rollout complete fleet-wide). bin-whey-cc .sh lane, ships as v2.3->v2.4.

v2.4 SHIPPED to sh.git - commit 4f47d98 (e87dc9d..4f47d98). check_peer() row-is-None flipped skip->alert; pinned-but-absent monitor now fires peer_transition(down). Smoke-tested on whey: exit 0, M2 + metrics + pull-leg intact. whey runs it from its own tree. PENDING for full fleet activation: venus + lezama need 'git -C ~/.local/bin pull --ff-only' to 4f47d98 (no unit change). Close when venus+lezama confirm the pull.

v2.4 M2 absent-branch hardening complete fleet-wide. sh.git 4f47d98: check_peer() row-is-None flipped skip->alert - a pinned cc-context-monitor-<host> absent from the roster now fires peer_transition(down) instead of silently skipping. Deployed all 3 hosts: whey (own tree), lezama + venus (ff-pull to 4f47d98), all VERSION=2.4, clean runs. PM nw-venus-cc cleared close 2026-05-21 01:46.
