  M2 watchdog gap: cc-context-monitor checks in every 15min but hub STALE_TTL=600s, so each cc-context-monitor-<host> registration goes stale+pruned between check-ins. A pruned peer reads as absent from roster -> M2 emits no alert -> a genuinely-dead monitor would not be flagged. Fix: pin the 3 agents so they are never pruned. llmmsg-srv-cc lane. Gates WI 441.
