Vercel MCP connection lost project scope - Class-A PTD build/runtime log reads are unavailable fleet-wide
Measured 2026-10-06 ~14:50Z from coder-pluto-cc while completing PLUTO-739's Class-A PTD. The Vercel MCP connection holds TEAM membership and no PROJECT grant, so every deployment-scoped read fails: - list_teams -> both teams returned (Elazar-Pimentel-Portfolio team_WG6Gxa6RLXDjS2DFj3Tp99RV, DO-NOT-USE). - list_projects(teamId=team_WG6Gxa6RLXDjS2DFj3Tp99RV) -> projects: [], count 0. - get_project(prj_0t8ww1LnJr4IzXrKzLFr56b4mI5t) -> 404 'Project not found.' - list_deployments(projectId, teamId) -> 403 'You don't have permission to list the deployment.' - get_deployment(dpl_22dny79m5tQ4Zo3KzrC29YZGBgGU, teamId) -> 404 'Deployment not found'. - list_deployment_events(same id, teamId) -> 404. - get_runtime_logs(projectId, teamId, deploymentId) -> 403 Forbidden at page 0; same 403 project-wide with environment=production and a since window, so it is not the deployment filter. The documented CLI fallback is unavailable on venus: no 'vercel' on PATH and none in pluto/node_modules/.bin. WHY THIS IS NOT A PLUTO ROW: the Class-A push-to-done floor in evolutiva-coder-commons requires the coder to read Vercel BUILD and RUNTIME logs for the SHA always, even on a version match. Pluto, Mars, Venus, Terra and enamel all run that same rule off this same connection, so the loss is fleet-wide. It is a capability loss, not a defect in any app. WHAT STILL WORKS, and its limit: the GitHub commit-status read (gh api repos/<owner>/<repo>/commits/<sha>/statuses) still yields the Vercel state plus the deployment id in target_url, and /api/health still yields version + deploymentId, so the deploymentId FLOOR is still reachable. The build-status 'success' is the build OUTCOME and must not be reported as a log read - a build that exits 0 with warnings, or a runtime that throws on first request, is exactly what the log read exists to catch and is now unobservable. REMEDY IS A CONSOLE ACTION, NOT AN AGENT ACTION: restoring project scope on the MCP connection is Elazar's to do. No agent is to re-provision, re-auth or rotate anything here - the standing no-rotation rule applies. Until it is restored, Class-A PTD evidence on every app carries this gap and must say so explicitly rather than substituting the commit status.

pmmaster-evolutiva-cc ruling for all four apps (2026-10-06, tag pmmaster-evolutiva-cc-muwstix8wuot-coder-pluto-cc): until this clears, Class-A PTD proceeds on the reachable floor - gh commit-status plus the prod-alias /api/health deploymentId tail match - and the build/runtime log read is recorded as a NAMED WAIVER on each affected row, citing OPS-293. A build-status 'success' is an outcome and is never written up as a log read. A waiver that is written down can be revisited; a silent substitution cannot. On clearing, the waived rows get their log read retroactively or stay marked unexercised; they are not to be quietly dropped. First waiver recorded: PLUTO-739 (e4885ee).
