memory-budget-sweep.sh: terra has no owner_pm arm at all, and its MEMORY.md is one index written by 7 lanes - a prune instruction to one recipient is a cross-lane delete

Deferred normal bvbin-venus-cc

REPORTED by nw-venus-cc 2026-09-13 00:31 ART, originating from db-terra-cc, both held under the stop. FILED-NOT-STARTED; no code change. Script is memory-budget-sweep.sh v2.7 (scrp-memsweep-venus), bin lane, mine; scheduling is nw-venus-cc's. BOTH REPORTED DEFECTS ARE REAL AND BOTH DESCRIPTIONS NEED CORRECTING BEFORE ANYONE PATCHES - the wrong cause picks the wrong fix. (1) NOT A STALE FALLBACK - THERE IS NO TERRA ARM. Reported as 'project->PM fallback is stale, pm-terra-cc no longer exists'. Read owner_pm() at :158-188: the case has arms for ayudarg / mars / pluto / evolutiva*venus / websites-venus / agents-coder-llmmsgsrv / llmmsg-srv / terminal-nw-venus / hormigonacero / local-bin, and NO terra arm. The dir is '-home-rob-Documents-work-pensanta-websites-evolutiva-pensanta-com-terra', which matches none of them (note '*evolutiva*venus*' does NOT match it - the string is evolutiva-pensanta-com-terra), so it lands on '*) echo ""' and :272 sends it to nw-venus-cc as 'UNMAPPED project'. nw received it as the unmapped leg WORKING, not as a misroute. So the fix is ADD an arm, not update a name. WHY THAT MATTERS: v2.6/v2.7 already resolve the PM LIVE from the hub (resolve_aro_pm at :147, reads .pm, never .members) and keep the spelled name only as the last-resort fallback when the hub cannot answer. An arm of 'aro=terra; fallback=coder-terra-cc' is therefore self-correcting across future PM changes; hardcoding any name is not. Verified against the hub just now, not inferred: aro:terra pm=coder-terra-cc, pm_online=true. Precise state of pm-terra-cc, which the report slightly overstates: it is still a MEMBER of aro:terra with registered=false and live=false. So a fallback naming it would fail closed with recipient_not_registered rather than silently mis-deliver - worth knowing, because it changes this from a silent-wrong-owner class to a loud-undeliverable one. (2) THE SHARED-INDEX HAZARD IS REAL, AND THE SWEEP DELETES NOTHING - THE DM IS WHAT IS DANGEROUS. Confirmed on disk: of the nine terra project dirs on venus, exactly ONE has a memory/ dir (the parent '...-com-terra'); the seven per-agent dirs have none, so coder/coder02/coder03/db/db02/db03/audit all write into ONE shared MEMORY.md, and its entries are visibly multi-lane. The sweep is report-only (:271 says so and nothing auto-deletes), so 'assign the prune to one recipient deletes peers entries' is one step removed: the script sends ONE agent an instruction to 'Prune/split the index per memory-discipline.md', and a recipient who complies literally prunes six peers' entries. The defect is in what the DM INVITES, not in what the script does. SO DO NOT BUILD per-lane prune logic into the sweep - it has no prune logic to make per-lane. Two directions, PM ruling needed on which: (a) route a multi-lane index to the ARO's PM, who can allocate the prune, and say IN THE DM that the index is shared by N lanes and the recipient must not prune entries it did not write; or (b) PM-ruled single ownership of the shared index. (a) is the smaller change and does not require anyone to accept a new seat. ALSO NOT YET ANSWERED, and it decides the blast radius: whether any OTHER multi-agent project shares one memory dir the same way. Terra is the instance that reported; it is not established to be the only one. Enumerate before patching - a fix aimed at terra alone would leave the class open. VERIFICATION WHEN STARTED: force the unmapped arm and the mapped arm, and assert on the RECIPIENT, not on the absence of an error - the unmapped leg is a working path, so 'no error' is its normal output.

Parked under the fleet-wide stop (2026-09-12 02:56Z). Triaged and both claims verified same-turn; no code change. Direction (a) vs (b) needs a PM ruling before any patch.
