Registry capability claims live in prose, so nothing can query or age them

Backlog normal unassigned

A maintainer-registry row's CAPABILITY claims - 'holds the session-pooler DSN', 'can run the dump', 'has dashboard access' - are written into the free-text notes column. That makes them unreachable by any query, so nothing ages them, nothing re-verifies them, and nothing can route around them once they go stale. MEASURED COST 2026-09-11: row 65 carried db-terra-cc's backup acceptance 'explicitly on CAPABILITY not adjacency (they hold the session-pooler DSN)' together with their own undertaking to have the row moved if that stopped being true. Both correct when written. It stopped being true, and that single stale prose claim misrouted TWO separate requests in FOUR minutes - nw-venus-cc sent audit-terra-cc provisioning to db-terra-cc, pmmaster-evolutiva-cc sent db03-terra-cc schema reads to the same place. SECOND OCCURRENCE ON THE SAME ROW: in 2026-08-22 row 65's prose bound 'SEPARATE AND STILL UNOWNED - do not read this row as covering the build' read as CLOSED to every query for 23 days, for exactly the same reason. A bound that is not a column is invisible to the instrument that reports coverage. A lastVerified DATE IS NOT THE FIX and adding one would be the wrong lesson: every one of these rows WAS verified on its date. A date says when someone looked; it never says what they looked at or how, and the claim that routed the work is not the thing the date attests. WANTED: capability claims that route work get a structured, queryable field carrying the claim, the method it was checked by, and when - so an instrument can age and re-verify them instead of whoever happens to re-read a dense note. Prose keeps the reasoning; it stops carrying the fact. Migration path needed for the existing dense notes, and pm-llmmsgsrv-cc (registry secondary owner) is in the loop on any schema change. INTERIM RULE, needs no schema and is operative now: if a registry row is about to route work to a capability, re-verify the capability before routing - which is what pmmaster did here and is the only reason this was caught.
