Idle -cc agents have no wake path: both nudges gate on -ca

hub.mjs:2894 scheduleCcNudge returns immediately unless the recipient ends in -ca; scr-agent-inbox-nudge.py gates the same way (:307/:309). So a genuinely idle Claude agent is never poked, and the channels transport only surfaces a message on the session's NEXT TURN - an idle session has none. Mechanism behind every confirmed stuck-agent case (3). Not agent-specific; it shows on whichever agents actually go idle rather than running a loop. Measured on coder-mars-cc 2026-09-05, twice in 20min with a live MARS-698 incident on it: channels flag present in cmdline, prompt="" (ghost only), ctx 54%, shim in the same 04:15 cohort as agents that drain, socket count identical to healthy shims - so nothing is wrong with that agent. Mitigation that works: manual send-keys with your own text, Enter separately, confirm by the statusline. OPEN DECISION for Elazar, do NOT ship on the standing GO: extending the nudge to -cc means the hub types into every idle Claude pane on venus with unread, the composer-occupied guard gap at hub.mjs:2692 means it can land mid-typing, and send-keys from the hub reaches venus only so whey and lezama would keep the gap while the fix looks fleet-wide.

RECURRENCE, and it now includes the context actuator. nw-venus-cc reports monitor-context-cc stuck-agent fired 2x in 15min (04:00 and 04:15 2026-09-07), both confirmed genuine idle, both cleared by manual send-keys - same hub.mjs:2894 gap. Running instance count for the -cc nudge gap: coder-mars-cc 2x (2026-09-05), monitor-context-cc 2x (2026-09-07), plus the earlier triaged set. Bounded statement of impact, NOT inflated: monitor-context-cc's own compact actuation is timer-driven, so this does not stop fleet compacts; what it delays is inbound DMs TO the actuator - which is exactly where global CLAUDE.md routes objections and wording suggestions about PRE-COMPACT PERSIST, so the feedback channel for the actuator is the part that goes stale. Mitigation continues to work and needs no change: manual send-keys with the responder's OWN text, Enter as a separate call, confirmed by the statusline. Narrower remedy worth putting to Elazar alongside the broad one: an explicit opt-in ALLOWLIST of named agents rather than all -cc. Bounded blast radius, one deliberate entry at a time, reversible, and monitor-context-cc is on venus so the hub's send-keys can actually reach it - unlike whey and lezama, where any nudge fix stays host-local.

Frequency is a proxy for how much of the day the agent sits idle-with-unread, not a per-agent defect - do not open a coder-mars-cc investigation on the basis of the count.
