Global CLAUDE.md: one-line pointer to getpage.py (blocked on OPS-193 shipping)

After OPS-193 ships and passes its golden test, add a one-line pointer to getpage.py in the global ~/.claude/CLAUDE.md so agents know it exists instead of hand-rolling a curl per site. nw-whey-cc owns that file. Suggested placement: the Lazy-loaded rule files list, or a one-liner near the /data-venus and PATH-scripts sections. Content to convey in one line: when a site 403s a plain curl/wget, use getpage.py <url> [--format html|txt|md|yaml] rather than improvising UA flags; it handles the browser-UA WAF case, the iso-8859-1-declared-but-cp1252-served decode trap, and 200-status error interstitials, and it exits with a distinct code on a Cloudflare JS challenge (which no UA string can pass - that needs the chrome-devtools MCP on whey). Do not write the entry until OPS-193 is done; the flag surface may still change during testing. Provenance: replaces the cancelled getmethaturl.pensanta.com API, VENUSINF-31..36, and specifically the CLAUDE.md task that was VENUSINF-36.
