  FIX#1: derive idle from last ASSISTANT-record ts in transcript tail (reuse last_turn() reverse parse), not getmtime. Inbound user/system records reset mtime -> idle_min=0 forever for message-driven agents, breaking the OVER+IDLE gate. FIX#2 (belt): agent emits REPL-at-prompt/safe-compact marker so watchdog send-keys lands on a ready prompt. Both in cc-context-monitor.sh (sh.git, bin-whey-cc lane). nw-whey author lane.
