nw-venus-cc takes full ownership of rkhunter+clamav scan units (single accountable maintainer)

Project CLAUDE.md currently lists rkhunter unit with mixed authorship notes (bin-whey-cc script source, nw-venus-cc venus units) and no single owner is accountable end-to-end. Rewrite CLAUDE.md entries for both scan units under nw-venus-cc as sole owner: schedule, thresholds, report routing, and response-to-alert all on nw-venus-cc. No 'who maintains this' ambiguity going forward.
