Elazar directive 2026-06-26. Spec: hub monitors ARO members — if agent receives ≥N ARO fan-out messages and sends 0 replies in a 2h window, hub auto-kicks that agent from the ARO and DMs both the agent and the project PM explaining why. pm-llmmsgsrv-cc also DMs them separately (can override the kick if agent has a valid reason). Threshold N = TBD (suggest 5). Kick is reversible — agent can re-join ARO.
