  Elazar approved Option B: hub bypasses aro_fanout_allow check for kind=brainstorm/settled/decision/raise_hand/lower_hand/skip — delivers to all current ARO members regardless of allowlist. One condition in deliverMessage(). Do NOT auto-whitelist (Option A) — side effect of fanning all messages during brainstorm.
