Deployed live in v2.9.23 (commit 42ddae9), restarted 2026-06-05 23:31. #635 unrouted-catch-all decoupled from smap fan-out (hub.mjs L700 guard tightened to smap-only). Rode the same quiet-window bounce as the MSG-8 migration.
