  Track A DATA LAYER done + committed (930ef0a, sh.git): usage.v_kpi_tokens_7d + context.v_kpi_compact_7d created, applied live to pg telemetry, telemetry_ro granted SELECT (verified: 19 + 35 rows). REMAINING: extend kpi-weekly-report.sh -> scrp-kpiweekly-whey (wire the 2 views in, add email delivery per 3c, read snapshot-trend + live per 2a+b). Pg views are the reusable, low-risk half; script-delivery extension is next.
