shim: aro_list_all scoped by default (names+counts), match/full params

Elazar via coder03-mba-l-cc: aro_list_all returned the whole fleet (~14k chars) for one-room/one-name questions. Shim now returns ARO names + member counts + PM by default; match=<text> filters; full=true adds members + registered/live for the returned AROs only. Description routes one-room/one-name questions to aro_list aro=, roster agent=, aro_list agent=. Shim-only, no hub restart. Measured on live hub: {} 13911 -> 804 chars; match=mba 266; match=mba-l full 2111.
