Notify endpoints on mailbox-forward lifecycle changes

Done normal clcoder-llmmsgsrv-ca

After a successful agent_forward set, changed route, or disable, atomically persist the route/event change and send status DMs to both from_agent and to_agent. Do not send a DM for a no-op disable. Author patch and tests; PM coordinates review, deployment, restart, and runtime verification.

Shipped in 2651528 (MSG-405). Validated agent_forward status tests, hub syntax, diff check, clean push; restarted llmmsg-srv-venus.service and authenticated /ver reports 2.59.23.
