Notify both endpoints of mailbox forwarding lifecycle

After a real agent_forward lifecycle transition, persist hub-originated status notices to both endpoints: start on new route, end on disable, and end+start when replacing a target. Do not notify for idempotent operations. Notices must bypass mailbox forwarding so each named endpoint sees its own status.
