MSG-387
chat-duo-web timestamp has no year - messages a year apart render identically
Done low
cccoder-chatduo-cc
formatTs (chat-duo-web index.html:2877) renders mon-day with no year, so 2025-05-22 and 2026-05-22 are visually identical. Residual of MSG-147, which fixed the worse half (stale messages reading as today). Low priority: the collision needs a message a year old to bite, but the hub has history that old. Found by coder-chatduo-cc in the 2026-09-11 backlog audit vs shipped code.

Fixed in cdw 0.7.71 (pushed, deployed, api/version 0.7.71). formatTs (index.html:2942) appends the year only when it differs from the current year. Year-differs is the exact disambiguation condition - within one calendar year mon-day cannot collide - so the common row stays short and only genuinely old history pays. Verified against the pure function: 2026-09-11 -> 'sep-11 · 2:11:04 PM', 2026-05-22 -> 'may-22 · 2:11:04 AM', 2025-05-22 -> 'may-22-2025 · 2:11:04 AM', 2024-12-31 -> 'dec-31-2024 · 11:59:00 PM'. No browser needed - this is a pure formatting function, unlike MSG-388 #3.
