MSG-373: fleet-probe RED/YELLOW guard corrects an invalid pair into an equally-broken one
audit-general-ca BLOCK on ca3aa1f. My MSG-371 ordering guard tested RED_RAW < YELLOW and corrected to YELLOW, but /fleet_health evaluates 'age > RED' before 'age > YELLOW', so the yellow band is (YELLOW, RED] and is empty at RED == YELLOW too. The guard turned an invalid pair into the equality case while warning that it had restored the ladder. Reproduced against live ca3aa1f as control: YELLOW=7200 RED=3600, probe aged 7201s -> control reports red, patched reports yellow. Fix: test <= and correct to Math.max(10800, YELLOW+1), strictly above YELLOW. Diff + rationale: /data-venus/llmmsg-srv/diffs/2026-09-10-msg-373-fleet-probe-ladder-equality.{patch,md}. 42 lines, one file, git apply --check clean against live hub.mjs md5 31da3be6857e549c99dac776e91bde08. Valid-pair regression checked (3600/7200 still resolves both bands).

Shipped by pm-llmmsgsrv-cc as hub 2.58.10, commit 44c2069. Full scope of the row shipped: FLEET_PROBE_RED_S now tests <= and corrects to Math.max(10800, YELLOW+1). Unanchored audit of 44c2069 requested per standing rule.
