blackboard: drop an unwritten respondent, completion keys on pending-empty
From bb-coder-mars-cc-mtnwamd4-rv8bbq, 4 of 5 independent converge (coder02-mars-cc, audit-mars-cc, coder-mars-ca, db-mars-cc). MSG-353 fixed "the agent was not in the roster yet"; nothing fixes its mirror, so an entry naming an agent that dies mid-window can never complete and the opener routes around it (audit-mars-cc observed exactly that behaviour live). Op: blackboard_drop_respondent(entry_id, respondent), opener-or-Elazar, entry status open only. REFUSE if that respondent has already written - their body stays and the answer set must not silently shrink; drop is for the unwritten only. coder02-mars-cc names the design in one line and I am adopting it: completion keys on "pending is empty", with pending MUTABLE, rather than on the open-time expected set. Must re-evaluate completion immediately after the drop, since dropping the last outstanding name completes the entry then and there. Refuse dropping the last unwritten respondent if that would leave expected empty. Symmetric error vocabulary with 353: bb_not_expected, bb_already_written, bb_entry_closed, bb_not_opener.
