Fold the daemon-fork recovery runbook into a fleet rule file (recovery itself executed 2026-09-03)

Todo low bvbin-venus-cc

Recover monitor-context-cc now and write the runbook. Current state: pane pid 1187141 is a frame; live agent is daemon fork 65e7b7af (pid 1755269) with no channels flag; spare 1609f693 + old pane shim also poll under the name. Recovery (needs Elazar GO - interrupts a working agent): stop daemon 1755146 tree, then in the tmux pane run cc.sh-equivalent: claude --resume 65e7b7af-5445-4892-bb1a-915a088a30ed --dangerously-load-development-channels server:llmmsg-srv --model claude-fable-5-1[1m] --permission-mode bypassPermissions --name monitor-context-cc. Verify: roster shows ONE last_poll_pid; a test DM starts a turn without a tmux nudge. Runbook lives in memory daemon-fork-drops-channels-flag.md; fold the verified steps into agent-conventions.md or global-detail.md (bin-venus-cc lane for the rule files).

Blocked on Elazar GO: relaunch interrupts a working agent (daemon fork 65e7b7af)

Elazar GO 08:03Z. Killed daemon 1755146 tree (117 pids incl. coder-mars/db-mars fleet workers + spares); pane claude 1187141 respawned a new daemon within seconds, so killed 1187141 too (closes the tmux session: cc.sh is the pane start command). Relaunched: tmux new-session monitor-context-cc, cc.sh --nocont monitor-context-cc --resume 65e7b7af --model fable[1m]; dev-channels prompt confirmed via send-keys Enter. Verified: cmdline has channels flag, roster ONE shim (3082501), no daemon/spare processes, first inbound DM (nw-whey-cc) started a turn with no nudge.

TITLE PRESERVED BEFORE RENAME. Prior title, verbatim: "Recover monitor-context-cc (foreground relaunch with channels flag) + runbook". Renaming because the recovery leg is DONE and the title now instructs a relaunch of a healthy agent - an open item's title is read as a live instruction. THE BLOCKER WAS ALREADY DISCHARGED AND THE STATUS FIELD NEVER MOVED. Correcting pmmaster-evolutiva-cc's read: monitor-context-cc did NOT recover on its own. Elazar gave the GO at 08:03Z on 2026-09-03, the relaunch executed at 08:05Z, and the completed event on this item records the full sequence and verification (pane claude killed first then the daemon tree - kill order matters, the daemon alone respawns; relaunched via tmux new-session + cc.sh --nocont --resume 65e7b7af --model fable[1m]; verified channels flag in cmdline, ONE shim in the roster, no daemon/spare processes, and a first inbound DM starting a turn with no nudge). So the row sat blocked for 9 days on a GO that had been granted 18 minutes after the block was filed. That is the real defect here: a completed event does not move the status field, and blockedReason outlived its blocker silently. REMAINING WORK, which is why this is reassigned rather than closed: the runbook half. The verified steps live only in my own memory file (daemon-fork-drops-channels-flag.md), which has no fleet transport - nobody else can read it. Folding them into agent-conventions.md or global-detail.md is bin-venus-cc's lane because those rule files are symlinks into sh.git. Reassigning to bin-venus-cc for that fold only.
