Blackboard invite copy points at blackboard_write tool, not curl

MSG-340 wrote a curl block into the blackboard invite DM and straggler DM because no shim tool existed. MSG-341 shipped blackboard_open/write/read on the shim (v2.50.0, confirmed client-side both directions). Replace the curl block in bbNotifyRespondents and in the runBlackboardSweep straggler DM with the tool name, keep the 'a DM does not count' line, and name the pre-v2.50.0 respawn case.
