wasteNot: llmmsg-wastenot.sh hourly haiku pass + timer
Hourly headless-haiku script, same pattern as llmmsg-kpi-coach.sh (register-first, preflight cred gate, verify_findings, scrp sender + maintainer in payload). Sender scrp-wastenot-venus. Prefilter: last 1h directed agent-to-agent msgs (fanout=0 OR explicit_to=1; exclude hub/scrp/applog/Elazar) joined to v_receive_heavy_agents top-20 and no-reply (no re=tag, no recipient->sender after). Haiku question per row: did the recipient need this to act? NO -> insert wastenot_candidates + DM sender and recipient: 'wasteNot: was msg <id> needed for you to act? reply y/n + one line'. Harvest replies (re=tag) into opinion_* next run. Caps: 10 asks/run, one per (sender,recipient)/24h. Timer llmmsg-wastenot.timer (nw-venus-cc unit). Policy owner pm-llmmsgsrv-cc.

SHIPPED AND RUNNING - and it was already running before this pass, so the finding is that a p1 sat open over a done implementation for 34 days. llmmsg-wastenot.sh v2.5 (16d774d, maintainer bin-venus-cc), llmmsg-wastenot.timer enabled OnCalendar=hourly Persistent=true, last run 2026-10-06 01:01:56Z. Verified present against the row's own spec rather than against the title: register-first (:137-145), preflight bearer gate (:114), verify-against-submitted-set so a fabricated id cannot be flagged or DM'd (:443-453), sender scrp-wastenot-venus, maintainer named in the DM payload, model claude-haiku-4-5, prefilter = v_receive_heavy_agents top-20 joined to the directed-and-unanswered predicate, caps MAX_ASKS=10/run and PAIR_COOLDOWN_H=24 per (sender,recipient), opinion harvest by re=tag, policy owner pm-llmmsgsrv-cc. ONE CLAUSE SHIPPED DELIBERATELY UNMET: this row says to DM sender AND recipient on every flagged row. MSG-331 superseded that - a 'wasted' row is now recorded and NOTHING is sent, and only an 'undecidable' asks exactly ONE party, the recipient, because the unreadable thing is what they did with it. DMing both parties to re-ask a question the behaviour trail already answered generates the traffic this lane exists to measure. Closing against the amended shape, not the literal text. NOT COVERED by this close: whether the analyst's reasons are GROUNDED in the bodies - that is the open provenance problem, and the pm-adopted duplicate-reason demoter is still not in the code (filed separately this pass).
