Hub: quiesce /elazar_contact writes into an unread surface

Same root cause as elazar_unreachable: contact-inbox writes accumulated with no reader. Shipped hub 2.44.92. STILL OPEN: 1097 pre-existing /elazar_contact rows predate the fix; disposition undecided, needs an Elazar ruling on purge vs archive.
