cc-* noncanon-sender catcher: verify in-wild, then migrate cc-context-monitor-* to canonical scrp-<name>-<host>

Hub v2.44.20 flags any sender matching /^cc-/ not yet in maintainer-agents.sqlite and alerts pm-llmmsgsrv-cc once (non-blocking; self-clears once the name is recorded). WAIT + VERIFY it fires in the wild on the 3 real offenders (cc-context-monitor-{whey,venus,lezama}) on their next emit. THEN run the ownership hunt (lead: bin-whey-cc per the hub's own STATUS_EMITTER_RE comment + one-db/cledger ownership), have the owner flip the scripts to canonical scrp-<name>-<host>, and record BOTH old+new name -> maintainer in maintainer-agents.sqlite (that recording is the off-switch). Done when: (a) alert observed firing for a real monitor, (b) all 3 monitors migrated to canonical senders, (c) old+new recorded in the sqlite. mem:noncanon-sender-filter
