CronCreate is the verified interactive fallback actuator (fires when REPL idles); only ScheduleWakeup is dead. Layered: send-keys primary -> CronCreate fallback (no-pane) -> escalate. PM premise corrected.

Do NOT add CronCreate to the DM - path B (over_budget_snapshot L726 -> bootstrap UserPromptSubmit injection, WI#592, L720-724) ALREADY auto-delivers CronCreate for idle agents; DM-repeat is redundant. DM = ss + automatic-remediation statement (send-keys when reachable / re-enter claude if shell / retry if mid-deploy) + escalate-to-PM. Lands on nw-whey no-scheduler DM. Build post gate-2.

Folded with WI#614 role-tier static caps + bursty /clear guidance. Autonomous-branch ScheduleWakeup (L216-221) correctly LEFT (works in /loop). Computed-cap formula deferred to follow-up.
