Decide whether pre-launch log retention is needed

Elazar to decide whether pre-launch operational records need any removal at all. Default recommendation: keep them; volumes are small. If retention is desired, choose purpose, exact store/levels, start-of-day ART cutoff (< 2026-10-14 00:00 ART), and how long request-ID diagnostics and security evidence must remain. This decision does not lift the PROD movilba import lock or authorize writes. Explicitly exclude app_logs level=audit, audit_log, *_archive, vehicle/business history, RUTAP snapshots/manifests, and generated CHANGELOG.md from a generic purge. Reference read-only census and MOVILBA-9 prior completed purge.
