Retire todo-rutap-tracker SQLite mirrors
Elazar 2026-10-09: sqlite mirror (tools/todo-rutap-tracker.py + -current.py, both .sqlite files) is a middle process with no benefit - work always happens against the latest dated xlsx snapshot directly. Deleted: both tool scripts, tools/tests/todo-rutap-tracker.test.cjs, tools/tests/todo_rutap_tracker_test.py, /data-lezama/movilba/import-reports/todo-rutap-tracker.sqlite + current.sqlite + both readmes. Also merged stray archive/ and archivo/ dirs (pre-write snapshot collisions, renamed -prewrite, nothing lost) into archived/; trashed stale Oct-7 hidden inspect/fix dotfiles. Updated docs/reference/rutap-tracker-protocol.md and import-reports/README.md. pnpm test:tools: 120/120 pass post-deletion. Diff staged, not pushed - needs audit PASS.

Codebase-wide grep for todo-rutap-tracker/todo_rutap_tracker across ts/tsx/py/cjs/sh/json: zero remaining references anywhere - no orphan import/call survives the deletion. /data-lezama cleanup (sqlite files+readmes trashed, archive/archivo merged into archived/) correctly kept OUT of this diff, not audited (outside repo). Gates run fresh: typecheck rc=0, test:source 71/71, test:tools 120/120 (matches coder03's claimed count, down from 121 - the one deleted wrapper test).
