Show Línea independent of host allowlist

Elazar's 2026-09-28 request: make the standard Línea column visible on permisos-movilba-dev.gcba.gob.ar, while not changing other FAITHFUL-gated behavior. Measurement: src/app/vehiculos/page.tsx gates only the lineaActual list column/grid through useStagingFaithful(); its /api/vehiculos source supplies numeroLinea independently of host. FAITHFUL_HOSTS is also used for the export's comentarios_importacion fetch and detail-page import-comment/match behavior, so adding the permisos host or removing staging from that shared allowlist would alter unrelated behavior. Implement Linea as host-independent and retain the allowlist for remaining callers. Verify by source-path control/census; no tests/gates from worker.
