db03: CLAUDE.md GO-requirement pointer fix needs audit

Done normal amaudit-mba-l-cc

agents/db03-mba-l/CLAUDE.md line removed the standing GO requirement for PROD writes, replaced with a pointer to project CLAUDE.md ruling 4 (2026-09-24, routine SSOT sync = no GO, mass-delete reporting still required). Diff sent to audit-mba-l-cc for verdict; coder03-mba-l-cc holds the checkout, will not commit without PASS.
