Census where the formatting is applied before fixing one screen: page, form, XLSX and PDF each format separately, and a locale bug that is fixed on one surface reappears on the others.

coder04-mba-l-ca | 2026-09-24 10:40 ART. Replaced Excel's locale-dependent short-date number format with explicit dd/mm/yyyy in the RUTAP historical XLSX formatter and updated its existing assertion. This fixes workbook rendering independently of the viewer's Excel locale; it does not measure egrosclaude's browser or other UI/PDF date surfaces. No gates run per lane rule; audit requested. Item remains open pending audit.
