Validadora SUBE embarcada: impedir asignacion sin Mounting KIT

Both /data-lezama/movilba/import-reports/todo-rutap-importacion-prestaciones.xlsx and 2026-09-23-1128-todo-rutap-importacion-prestaciones.xlsx: Para Elazar A9:D9, item10, Eugenia says SUBE validator must not be created and assigned to vehicle without Mounting KIT. Evidence in C9: SUBE20262026226, Alta, Mounting KIT absent, vehicle TT333AA, https://dev01.movilba.com/validadoras/89. Reproduce on DEV; inspect UI and server validation for create AND assignment, establish whether same rule applies to unassigned inventory before widening scope. Acceptance: reject missing kit for reported onboard-assignment workflow with clear message, tests, no partial assignment; legitimate documented workflows preserved. MOVILBA-502 is a different constraint issue (hyphen syntax), not this requirement. Resueltos F26/G26 explains concatenation cuit-linea-dominio-interno then MK/validator; preserve that context. Coder confirmed no ticket/in-flight work for this report on 2026-09-23. Do not claim fixed until reproduced and verified.

Elazar, CLI 2026-09-24, literal: 'hide validadoras for now, we are not going to show them, export them, etc'. Ninguna superficie expone validadoras - pantalla, formulario, XLSX, PDF, API, navegacion - asi que una validacion de UI que impida asignar una validadora SUBE sin Mounting KIT no tiene superficie donde correr. Bloqueado detras del epic MOVILBA-580. El pedido de Eugenia NO se descarta: si las validadoras se vuelven a mostrar, esta regla vuelve con ellas y este item se desbloquea. Se le contesta eso en el tracker: no es que no se quiera, es que el modulo esta oculto por decision de Elazar de hoy.
