RUTAP projection rejects valid closed history when its catalog identity is retired

The strict RUTAP preflight and projection resolve entidades/lineas only through active catalog rows. Snapshot 13 contains CLOSED historical periods whose valid source identities were soft-deleted. Do not reactivate catalogs. Preserve raw SSOT unchanged; resolve a soft-deleted entity/line only when the imported period is CLOSED, while OPEN rows must require an active catalog row. Apply the same predicate in v_snapshot_catalog_preflight and rutap.proyectar_snapshot. Add a post-projection check proving no OPEN import row references a deleted catalog identity and closed rows retain their source identity.

Independent reconciliation 2026-09-15: already implemented and verified in DEV. Both rutap.v_snapshot_catalog_preflight and rutap.proyectar_snapshot use the same closed-vs-open retired-catalog predicate. The 2026-09-08 DEV migration contains the required post-projection guards; Snapshot 13 verified 5,392/5,392 projected, 0 open→retired references, and 265 valid closed→retired references. No new migration required.
