Do not show dominio format error while entering a vehicle

On /vehiculos/agregar/colectivo, leaving the Dominio field with a partially typed value opens the global incident-style error modal. Remove blur-triggered global validation and enforce the same canonical dominio format when the user submits the form. Acceptance: typing or tabbing away from an incomplete dominio does not open an error modal; invalid submission remains blocked with the existing Spanish guidance; valid formats continue to submit.
