Update TypeScript to homologated 5.9.3

Done normal cmcoder04-mba-l-cc

Pin TypeScript to the ES0901 v6.4 homologated version 5.9.3 and refresh both NPM and PNPM lockfiles without unrelated dependency upgrades. Acceptance: tsc reports 5.9.3 and typecheck plus production build pass under Node 24.14.1 through both supported install workflows.
