Validadoras: replace creation dropdowns with searchable comboboxes
On /validadoras/agregar, replace the native select controls used by the creation flow (Tipo/modalidad, Sistema, Vehiculo and Linea) with searchable combobox controls that keep the visual affordance of a dropdown. Reuse or extract one accessible project component rather than duplicating the ad-hoc personas implementation. Requirements: preserve canonical numeric option IDs and the current form payload/validation; support mouse and keyboard navigation, focus/escape, clear/reset, disabled/required states, a visible dropdown indicator, case- and accent-insensitive filtering, and explicit empty/no-results text; do not silently choose the first result. The conditional association controls must continue to reset when modality changes. Validate single and dual SUBE/OpenPass creation paths after MOVILBA-403 lands, including vehicle and line associations. No schema change is expected; Elazar explicitly grants necessary application and DEV database work for this item, but no PROD change or deploy is authorized.

Added reusable accessible single/multi searchable comboboxes for modality, system, vehicle, and line; preserved canonical numeric IDs, dual SUBE/OpenPass payloads, and modality association resets.
