Alta colectivo: ofrecer solo entidades con líneas activas

Create colectivo Entidad Propietaria only active entities with active assigned lines. Intersect v_ui_todas_entidades with v_lineas entity IDs; preserve line0; leave allEntities elsewhere unchanged. No DB writes.

Implemented and deployed in v5.5.92 (8217d555). The colectivo owner selector now uses entitiesWithActiveLines; live authenticated GET returned 22 eligible entities, excluded owners without active lines, and preserved line 0. No remaining work.
