Vehicle edit is the event: remove manual Registrar Expediente workflow

Refactor /vehiculos/{id}/editar/colectivo so the edit itself is the single typed event. Remove the separate Registrar Expediente/Tipo de Cambio workflow and obsolete constancia fields; expose supported entity/line/state changes in the main form using canonical views; compute typed before/after values server-side and persist the business update plus its history atomically. The read-only history belongs on vehicle detail, not inside the edit form.

Removed the separate Registrar Expediente/Tipo de Cambio UI from collective edit, removed its duplicate constancia fields from the page, and reduced the detail-page history component to read-only rendering. Remaining implementation is server-side save-generated typed history plus main-form entity/line/state integration.

Dependencia declarada por coder-mba-l-ca: MOVILBA-202 (tabla ancha) hoy NO puede almacenar eventos de origen UI porque la procedencia RUTAP es obligatoria. db03 esta disenando un contrato aditivo de evento unificado. La remocion de UI ya esta implementada y deployada (18711cf3); lo que espera es el writer atomico. Supersesion sobre MOVILBA-46 registrada en ese item por coder02 tras verificar que la regla B ya estaba levantada desde 2026-08-20 y no habia invariante viva que romper.
