Vehicle history: reject text-only changes and record typed internal-number updates

A manual vehicle event accepted otro=true plus Observaciones='Cambio de interno' without changing interno or recording before/after. Replace the generic Other path with typed field updates; internal-number changes must atomically update the active collective row and record the explicit diff in the same event. Reject no-op and text-only events.

Superseded by MOVILBA-206: there will be no separate manual internal-number/history event form. Internal number is edited in the main collective form and must be captured automatically by that save's typed diff.
