MOVILBA-125 DB: additive wide RUTAP history schema and current-event view

Design and execute additive DEV database objects for the current-workbook wide RUTAP vehicle history. Use one row per Base source row, explicit typed business columns, source snapshot/fila/fila_excel provenance, resolution/conflict fields on the same row, and deterministic current-event view. No holding/quarantine table and no legacy VDC projection. Deliver inventory, guarded migration, rollback rehearsal, apply only under existing GO, and post-DDL schema/grant/view evidence.

Fresh DEV inventory and additive schema design started; snapshot 9 only, no legacy projection, no PROD.

Coder contract review stopped the first DDL proposal before apply: it retained resolved IDs but omitted the corresponding raw labels for multiple option-backed Base fields and split Carroceria/Motor without preserving their literal source columns. Revised schema must make all 39 nonblank Base columns recoverable after only the permitted trim/NBSP normalization, with resolver IDs strictly additive.

FAIL after DEV apply: migration ignored the pre-apply fidelity correction. Normalized rows cannot reproduce all 39 Base fields because raw option-backed values are absent and raw Carroceria/Motor are repurposed. GNC incorrectly resolves by valor_opcion=GNC instead of canonical source GNC -> option 157 / valor GN. Binary catalog IDs 24/25 are hardcoded instead of resolved via v_opciones_respuesta_si_no. Data population is embedded in DDL rather than the repeatable application-owned writer. Corrective additive DEV migration requested; consumer cutover remains blocked on corrected evidence.

DEV corrective schema applied without row deletion: 5,368/5,368 history rows and 0 missing source rows; all 39 literal Base fields stored as raw_* columns with 0 field mismatches; typed/resolved columns additive; GNC canonicalized via catalog to id 157 (GN) for 604 rows; binary IDs validated through v_opciones_respuesta_si_no with 0 invalid; 5,032 resolved / 336 explicit conflicts; deterministic current view 2,390 rows, 2,338 eligible, 0 multiple-open. Files: docs/migrations/2026-09-03-movilba-202-wide-rutap-history-DEV.sql and docs/migrations/2026-09-03-movilba-202-raw-fidelity-corrective-DEV.sql. No legacy/PROD writes.

Application reader updated to target raw_* evidence columns. Awaiting independent code audit and repeatable writer.

The applied RUTAP-only schema cannot become MovilBA's replacement history model: mandatory snapshot/fila provenance makes future UI-created events impossible once Excel is retired. Requested additive unified-event correction with explicit origin, conditional provenance CHECK, and actor/timestamp so one collective save can atomically write the same typed history model without fabricating RUTAP rows.
