Validadoras: canonical DEV schema, catalog workflow and CRUD completed

Completed DEV foundation, verified from dev/dev source and DEV migration history: canonical validadoras identity/history/locations tables; append-only and event/association constraints; catalog-backed Sistema (SUBE/OPENPASS), Tipo de Validadora (EMBARCADA/PUESTO_A_TIERRA), and ALTA/BAJA/MODIFICACION; v_validadoras_actual/history; repository/service/server-action and list/detail/add/edit pages. The add/edit forms obtain options from the DB rather than hardcoding them, persist expediente/date/actor per event, and protect concurrent edits with expected historial id.
