Inactivity must not block federated logout cleanup

Allow only /api/auth/federated-logout to run after inactivity so its handler can clear the local session and complete Keycloak logout. Implemented and validated in local commit 3180640b; needs isolated DEV release.

Already present in deployed source as 6411a0fe: the proxy exempts only /api/auth/federated-logout from inactivity interception so local and Keycloak cleanup completes.
