vehiculos_datos_colectivos.estandar_emisiones_id: 576 rows on the wrong opciones catalog. campo_nombre='estandar_emisiones' (ids 59/17/173/174, EURO5/EURO3/GNC/ELECTRICO) is the correct target for RUTAP's tipo_motor column, matched by nombre_mostrable (E5/E3/GNC/Electrico) - never valor_opcion. A decoy campo_nombre='tipo_motor' catalog (ids 153/154/155/156, E3/E5/EV/GNC) is label-reachable and 576 dev rows already sit on it: 363 on id 153, 201 on id 154, 12 on id 37 (unidad_propulsora/ELECTRICO, third wrong catalog). Predates WO-2, must not be silently fixed as a side effect of the RUTAP sync - needs its own remediation pass, mapping table in docs/migrations/2026-08-24-dev-rutap-upsert-DESIGN.md
