Load-failed suppress order reverted after audit BLOCK:1462817

PM ordered a Load-failed (iOS Safari client/unhandled-error on /practicas/nueva) demotion to the suppress classifier; audit-mars-ca BLOCKed it (P1: signature can't distinguish write-succeeded-client-dropped from write-silently-lost, no correlating appEvents row exists for the loss case) citing the same risk the fleet error-alerting standard already names (client unhandled-error = never class-suppress, hid a prior Samsung crash-loop). PM reversed the order same-day.

Signature stays warn; tier decision extracted to tested src/lib/client-error-level.ts with a pinned never-below-warn regression for this class; paired-write triage recipe documented as a code comment for fast future triage. PASS:156f05d deep (audit-mars-ca); BLOCK:1462817 resolved as superseded.
