Review-depth pilot infrastructure (classifier + tests)

Mars-side infra for the fleet review-tier-protocol pilot (2wk/~20 push window, approved 2026-08-12): scripts/review-depth.sh classifies SHALLOW/DEEP deterministically (known files, gate-predicate patterns, not-provably-inert fallback -> deep) plus its 9-case test suite. Replaces the Class-A/Class-S self-report tier for the pilot's duration. See shared/docs/2026-08-12-review-tier-protocol-brainstorm.md and memory project_review_depth_pilot_2026-08-12.

Shipped 5f1da49 + b53f78b, live v2.72.8 confirmed. PASS:5f1da49 deep, PASS:b53f78b deep (audit-mars-ca, both under the new pilot depth format). Pilot window open as of 5f1da49. Push-path enforcement in gitpush.sh (bin lane) deferred until the pilot ratifies -- not this WI's scope.
